Heat a large skillet over medium heat and carefully position the beef within it. Allow the beef to develop a thorough brown color; then, remove it from the skillet and set it aside. Next, combine the sliced onions, canned tomato sauce, water, salt, pepper, dried oregano, fresh basil leaves, garlic powder, ground cumin, and red pepper flakes in the same skillet used for cooking the beef. Stir these ingredients together thoroughly before adding them to the beef. Bring the mixture to a rolling boil; subsequently, reduce the heat to medium-low and let it gently simmer for 45 minutes, periodically stirring the contents to ensure even cooking.
