- 1/2 cup water
- 1 tablespoon white sugar
- 1 teaspoon lemon juice
- 1 teaspoon salt
- 1/4 teaspoon ground black pepper

Preheat a cooking vessel over a moderate temperature.

Melt oil in the skillet and cook rice, onion, and bell pepper in hot oil until the vegetables are slightly softened and rice is lightly caramelized, 7 to 10 minutes.
