Combine water and one-third cup of flour in a heavy saucepan placed over medium heat. Stir constantly with a spoon as the mixture thickens; this should take about 10-15 minutes. Transfer the cooked mixture to a large mixing bowl and let it sit at room temperature for 15-20 minutes, allowing the flavors to meld.

Melt butter in a small saucepan over medium heat. Gradually add cocoa powder until the mixture is smooth and free of lumps; then, remove it from the heat source. Allow the cocoa mixture to cool down for about 15 minutes.
