- 3 tablespoons all-purpose flour
- 1 cup beef broth
- 1/2 cup evaporated milk
- salt and pepper to taste

Heat a medium-sized skillet over high heat, using it to sear ground beef until its color changes and it no longer has a pinkish hue. Remove any excess fat from the pan; put the cooked beef aside for now.

In a separate, medium-sized saucepan, melt butter over a moderate heat source. Gradually add flour to the saucepan while continuously stirring it, resulting in a rich brown mixture.

Slowly pour beef broth and milk into the saucepan while stirring constantly, ensuring everything is well mixed. Add the previously cooked ground beef to the mixture; season it with salt and black pepper to taste.
