Position the oven rack to its central level; heat the oven to 350 degrees Fahrenheit (175 degrees Celsius). Coat a metal or disposable foil 9x13-inch baking dish with butter and dust it lightly.

Combine flour, cornstarch, baking powder, ginger, cinnamon, nutmeg, allspice, and cloves in a large mixing bowl. Blend milk, eggs, and vanilla extract in a 2-cup measuring container.

Mix softened butter into the flour mixture using an electric mixer, starting on low speed and gradually increasing to medium until the mixture forms small clumps. Gradually add about one-third of the milk mixture, beating continuously on low speed until smooth. Add the remaining milk mixture in two stages; beat on medium speed until the batter is just combined, leaving some texture. Add brown sugar and mix until it's fully incorporated, taking about 30 seconds.

Pour the batter into the prepared baking dish and bake in the preheated oven until a toothpick inserted into the center comes out clean, approximately 40 minutes. Remove from the oven and let it cool briefly on a wire rack before running a table knife around the edges to loosen. Carefully flip the cake onto a serving plate or cooling rack and let it cool completely.
