Begin by filling a large container with water and adding a moderate amount of salt; then, place it on the stovetop over high heat until it reaches a rolling boil.

Once boiling, carefully add the rotini pasta to the pot and continue cooking until it reaches a tender yet still slightly firm texture, approximately 8 minutes.

During this time, prepare the dressing by combining mayonnaise, finely chopped pickles, mustard, vinegar, sugar, salt, pepper, celery salt, and garlic powder in a separate bowl.

Once the pasta is cooked, carefully remove it from the pot with a colander and rinse under cold running water until the noodles have cooled completely.
