  • 8 black peppercorns
  • 1 dried red chile pepper

Place these pieces in a large saucepan and pour in water, along with some sautéed onions, minced garlic, a bay leaf, a pinch of salt, several peppercorns, and some diced chile peppers. Bring the mixture to a rolling boil; carefully remove any foam that rises to the surface.
