Heat a nonstick skillet over medium heat and toast the flour, stirring constantly to avoid scorching, until it reaches a light brown color, approximately 5 minutes. Allow the mixture to cool for at least 15 minutes.

Concurrently, cut twenty 4-inch squares from the waxed paper sheets.

Combine butter, sugar, powdered milk, and lemon extract in a bowl, stirring until the ingredients are fully incorporated. Add the cooled flour to the mixture and blend until well combined. Fill a polvoron mold with a portion of the mixture, pressing the plunger down to release the candy onto a square of waxed paper. Wrap the candy in the waxed paper, twisting the ends to seal it, and repeat until all of the mixture is used up.
