- 6 green bell peppers, tops and seeds removed (reserve tops)
- 1/3 cup water

Preheat a large skillet over medium-high heat and bring it to a high temperature. Cook the beef in the hot skillet, stirring constantly, until it reaches a dark brown color and becomes crumbly, taking approximately 5 to 7 minutes; remove the excess fat from the skillet.

Combine ground beef, canned tomatoes, cooked rice, ketchup, Worcestershire sauce, and black pepper in a bowl to create the filling.

Fill each green bell pepper with the prepared ground beef mixture, making sure to pack it in tightly.

Arrange the stuffed green bell peppers in a single layer at the bottom of a slow cooker; place the reserved pepper tops back onto each bell pepper, ensuring they are secure. Pour water around the base of each stuffed bell pepper to maintain moisture.
