Boil a large container of water until it reaches a rolling boil, then add the pasta and cook until it reaches an al dente texture. Remove from heat and drain the water using a colander.

In a separate large container, blend together peanut butter, broth, soy sauce, minced garlic, and crushed red pepper until you get a smooth consistency. Combine the cooked pasta with sliced red peppers, chopped scallions, and chopped cilantro in a large bowl. Mix everything together until it's well combined. Refrigerate the dish to chill.
