Combine dry ingredients, including flour, suet, and spices such as cinnamon, nutmeg, and cloves, in a large bowl; mix until well combined with the remaining wet ingredients like raisins, corn syrup, and water. Add salt to taste.

Transfer pudding mixture into a large mold or double boiler and steam over 1 inch of hot, but not boiling, water. Steam until a toothpick inserted comes out clean, indicating the pudding is cooked through, approximately 1 to 1 ½ hours.
