- 1 teaspoon dried basil
- 1 teaspoon dried oregano
- 1/2 teaspoon salt
- 1/2 teaspoon ground black pepper
- 1/4 teaspoon crushed red pepper flakes
- 1/4 cup grated Parmesan cheese

Heat a generous amount of olive oil in a substantial skillet over an intermediate heat setting. Introduce the carrots, onion, and garlic into the skillet; cook until they become tender, taking approximately 10 minutes. Introduce ground beef to the skillet; stir constantly and break up the meat as it cooks, achieving a browned appearance, which typically takes 5 to 7 minutes. Remove any excess fat from the skillet using a paper towel.

Add 1 cup of milk to the skillet and bring it to a gentle boil. Lower the heat to a low setting and maintain a simmer until the milk is fully absorbed, which usually takes around 15 minutes.

Transfer the beef mixture to a slow cooker and set it to High heat. Mix in crushed tomatoes, tomato paste, basil, oregano, salt, pepper, and red pepper flakes. Cover the slow cooker and cook for 2 hours. Introduce the remaining 1/2 cup of milk into the slow cooker and combine it with Parmesan cheese until well incorporated; continue cooking for an additional 2 hours.
