Next, combine water and rice in a saucepan with a lid. Place the saucepan over high heat until it reaches a boil, then reduce the heat to low and let it simmer for 20 minutes, or until the rice is tender.

While the rice is cooking, heat oil in a skillet over medium heat. Add ground beef to the skillet and cook until it is evenly browned, breaking it up into small pieces as it cooks. This should take around 7 to 9 minutes.
