Ingredients
- 1 large head cabbage, diced
- 1/4 cup canola oil
- 1 onion, diced
- 2 teaspoons minced garlic
- 4 roma (plum) tomatoes, diced
- 1 cup water
- 1 (6 ounce) can tomato paste
- 1 (15 ounce) can mackerel in tomato sauce
- 1 pinch red pepper flakes, or to taste
- 1 pinch seasoned salt, or to taste

First, submerge the cabbage into a large container and cover it with salted water; bring the mixture to a rolling boil.

Then, decrease the heat to a low-medium setting and let it simmer until the cabbage is just tender, approximately 10 minutes.

Next, heat canola oil in a medium-sized saucepan over a moderate heat. Cook and stir the onion and garlic in hot oil until the onion becomes translucent, taking around 5 to 7 minutes.

After that, add the tomatoes into the onion mixture and place a lid on the saucepan. Continue to cook until the tomatoes are soft, which may take around 10 to 15 minutes.

Subsequently, combine water and tomato paste in a small bowl until the mixture is smooth; pour it into the saucepan.

Mix the water and tomato paste mixture, cover the saucepan again, and cook for another 5 minutes.

Add the mackerel to the tomato sauce mixture; season with red pepper flakes and seasoned salt.

Finally, stir in the drained cabbage into the mixture; cover the saucepan and let it simmer until the mackerel is hot, approximately 10 to 15 minutes.
