  • 4 tablespoons all-purpose flour, or more as needed

  • 1/2 teaspoon ground black pepper
  • 1 cup milk
  • 2 teaspoons salted butter, cut into small pieces

Next, take a butter knife and spread a generous amount of butter onto the inside of a suitable casserole dish.
