- 2 teaspoons minced garlic
- 2 teaspoons dried oregano
- 2 teaspoons ground cumin
- 2 teaspoons salt

Heat a large skillet over medium-high heat and cook the ground beef until it breaks apart easily and turns a deep brown color, approximately 7 to 10 minutes. Combine the cooked ground beef with water, tomato sauce, tomato paste, green chilies, instant rice, sugar, chili powder, garlic, oregano, cumin, and salt in the skillet.

Lower the heat to a low setting and cover the skillet with a lid, then let it cook slowly over low heat until all the flavors have melded together and the beef is extremely tender, taking around 40 minutes.
