- 2 cups all-purpose flour
- 3 teaspoons baking powder
- 1/4 teaspoon salt
- 1/2 cup butter
- 3/4 cup milk
- 3 cups finely chopped rhubarb
- 1/2 teaspoon ground cinnamon

Preheat your oven to a high temperature of 350 degrees Fahrenheit (175 degrees Celsius).

Next, lightly coat the inside of a 9x13-inch baking dish with a thin layer of oil or cooking spray.

In a small saucepan, bring water to the boiling point. Then, carefully melt 1 cup of sugar into the boiling water, followed by adding 3 tablespoons of butter. Remove the saucepan from heat and let the syrup cool down.

In a large mixing bowl, combine flour, baking powder, and salt. Using your fingers or a pastry blender, work in 1/2 cup of cold butter until the mixture resembles coarse crumbs. Gradually add milk, stirring gently to avoid overmixing.

On a lightly floured surface, roll out the dough into a long, rectangular shape approximately 12 inches in length.

In another bowl, mix together rhubarb, cinnamon, and the remaining 1 cup of sugar. Spread this mixture evenly over the dough, leaving a small border around the edges. Roll the dough tightly lengthwise and press the seam to seal it. Cut the dough into twelve equal pieces.

Arrange these rolls in the prepared baking dish, making sure they are evenly spaced. Pour the cooled syrup over the top of the rolls.
