Firstly, preheat your oven to the desired temperature of 325 degrees F (165 degrees C).

Next, prepare a cup by placing raisins inside and then adding hot water to cover them completely. Allow the mixture to sit for about 5 minutes, allowing the raisins to soak in the water.

Then, take a large bowl and add 1.5 cups of flour to it. Using your hands or a pastry blender, work the butter into the flour until you achieve a crumbly texture. After that, stir 1/4 cup of brown sugar into the flour mixture and press it evenly into the bottom of a 9x9-inch baking pan.
