Combine the canned salmon, egg, chopped celery, green onion, dried dill weed, and garlic powder in a medium-sized bowl. Create small, rounded portions of the mixture by hand, shaping them into balls that are roughly the size of a golf ball. Then, roll these balls around in wheat germ to evenly coat them.

Heat the oil in a large skillet over medium heat. Flatten each ball slightly, allowing it to spread out into a more oval shape, before carefully placing them in the skillet. Fry the balls, gently turning them as needed to ensure even cooking, until they turn a golden brown color, approximately taking around 10 minutes.
