Combine the sugar, water, and vinegar in a saucepan and stir until well combined. Place the saucepan over medium-high heat, bringing the mixture to a rolling boil. Maintain this high heat for approximately 15 minutes, or until the syrup reaches a deep amber color and reaches a temperature of 300 degrees F (149 degrees C). Remove the saucepan from the heat source and carefully pour the hot mixture onto two buttered dinner plates.

As the candy begins to set, use your fingers or a spatula to gently pry it away from the edges of the plates. Use your hands to manipulate the candy into long, rope-like strands and then cut them into individual pieces using kitchen scissors. Give each piece a subtle twist before allowing it to cool completely. Store the cooled candy in an airtight container, taking care not to touch it as it will be extremely hot during the manipulation process.
