Cook orzo in the boiling water, gently stirring occasionally to prevent overcooking until it reaches a slightly firm texture, about 11 minutes. Drain the orzo and transfer it to a serving dish; combine 2 teaspoons of pesto with 2 tablespoons of high-quality olive oil to create a creamy sauce, then pour it over the orzo.

Heat the remaining 1 tablespoon of olive oil in a hot skillet; sauté and stir the shrimp, red bell pepper, and capers in the hot oil until the shrimp is heated through to perfection, 3 to 5 minutes. Add a pinch of pesto, dried oregano, garlic powder, red pepper flakes, salt, and pepper to the shrimp mixture; cook and stir until everything is well combined, 1 to 2 minutes.
