Place drumsticks in a large container and cover them with sufficient water to submerge. Combine salt with the water, stirring until it is fully incorporated and dissolved. Refrigerate the drumsticks in the container for 2 hours, then drain the water. Rinse the drumsticks with clean water and gently pat them dry.

Heat your oven to 350 degrees Fahrenheit (175 degrees Celsius). Pour the broth into a roasting pan, making sure to cover the bottom. Coat the drumsticks with melted butter and sprinkle black pepper over them, seasoning to taste. Arrange the drumsticks in the broth, covering the pan with a lid.

Roast the drumsticks in the preheated oven until they are no longer pink at the bone and the juices run clear, taking 1 hour and 45 minutes to 2 hours. Use a food thermometer inserted into the thickest part of the drumstick, near the bone, to check for doneness at 165 degrees Fahrenheit (74 degrees Celsius).
