Combine sugar, butter, milk, and cocoa powder in a medium-sized saucepan placed over medium heat; stir constantly until the mixture is smooth and well combined. As it reaches a boil, maintain this temperature for at least 1 minute to allow the ingredients to meld together.

Take the saucepan off the heat source and stir in the chocolate-hazelnut spread until it is fully incorporated, followed by adding vanilla extract until dissolved. Reheat the saucepan on a still-warm burner or at the lowest setting on your gas stove, then add rolled oats to the mixture. Mix everything together thoroughly.
