Begin by placing the potatoes into a large container and submerging them in salted water, bringing the mixture to a rolling boil.

Gradually decrease the heat to a moderate-low setting and let the potatoes cook until they are tender, which should take around 20 minutes.

Carefully pour off the potatoes in a colander to remove excess water, then return them to the same container and cover with a clean, lint-free cloth.

Place the container over extremely low heat and let the potatoes dry out completely, which should take 2 to 3 minutes.

Meanwhile, heat up the milk and green onion in a saucepan over a moderate-low heat setting until it reaches a warm temperature, taking around 3 to 4 minutes.
