Combine mochiko, water, and 1 cup sugar in a medium-sized bowl until you achieve a smooth consistency. Add vinegar to the mixture and blend until it becomes soft and pliable. Transfer the mixture to a microwave-safe container and cover it loosely with plastic wrap. Microwave on high for 8 to 10 minutes, or until the desired texture is reached.

Remove the container from the microwave and let it cool down to a temperature where you can handle it safely.

In another small bowl, combine potato starch, the remaining 1/4 cup sugar, and salt. Turn the mochi mixture out onto the plastic wrap and cut it into 25 equal-sized pieces using a suitable knife, such as a plastic or wooden one.
