Combine water, creamy peanut butter, brown sugar, cornstarch, and soy sauce in a smaller saucepan. Blend the ingredients thoroughly until they form a smooth, lump-free mixture. Bring the combined liquid to a rolling boil. Continue cooking and stirring until it reaches a thick, syrupy consistency, typically within 6 to 10 minutes. Add the cooked garlic and thoroughly combine everything.
