Combine milk and sugar in a large cooking vessel, heating it gently until the sugar is fully incorporated. Continue stirring frequently to prevent scorching. Once the mixture reaches a low boil, remove it from heat and permit it to cool down completely. Subsequently, carefully pour the vodka-infused mixture into the milk mixture through a fine-mesh sieve. Discard the lemon zest residue. Fill a sealed bottle with limoncello and refrigerate it for 1 hour to allow it to chill. Serve chilled.
