Combine sugar, cornstarch, and salt in the upper portion of a double boiler that is being gently heated over simmering water. Periodically stir the mixture to prevent scorching, using a rubber spatula to scrape down the sides of the bowl and ensure everything is well combined. This process should take around 3 to 5 minutes, at which point the sugar will have fully dissolved.

Next, whisk together water and egg yolks in a small bowl until well combined. Then, slowly pour this mixture into the sugar mixture, whisking continuously to prevent any lumps from forming. Continue cooking, stirring constantly, until the mixture reaches a thickened consistency, also taking around 3 to 5 minutes.

Finally, remove the mixture from the heat source and stir in lemon juice and butter until they are fully incorporated. Cover the bowl with plastic wrap and allow the mixture to cool completely before use.
