Submerge the moong dal in water for a half-hour, allowing it to rehydrate. Drain the liquid.

Heat a generous amount of oil in a substantial pan over a moderate, low-heat setting. Introduce turmeric and cumin seeds into the pan; continue cooking until the seeds begin to emit a cracking sound. Add kale and the rehydrated dal, followed by chili powder and salt. Gradually pour in 1/4 cup of water; bring the mixture to a rolling boil. Lower the heat back to a moderate, low-heat setting and cover the pan. Continue cooking, gently stirring every 5 minutes, until the desired level of tenderness is achieved, requiring a total of 10 to 20 minutes of cooking time.
