Prepare the potatoes by removing their outer layer if necessary, then chop them into 1-inch cubes. Place these potato cubes in a versatile pressure cooking device such as the Instant Pot along with water and bouillon cubes. Use the Sauté function to heat the mixture for 4 minutes.

Stir the potatoes, water, and bouillon cubes together to break up any remaining cubes. Secure the lid on the pressure cooker and follow the manufacturer's guidelines for setting high pressure, with a recommended 10-minute cooking time. Allow an additional 10 to 15 minutes for the pressure to rise naturally.

Release the built-up pressure using the natural-release method, as instructed by the manufacturer, which should take about 10 minutes. Release any remaining pressure using the quick-release method with caution. Remove the pot and carefully pour off most of the liquid that remains.

Add sour cream, butter, and milk to the cooked potatoes. Use a gentle mashing motion with a potato masher to achieve your desired consistency.
