Preheat your oven to 400 degrees Fahrenheit (200 degrees Celsius), and lightly coat a baking dish with olive oil.

Utilize a small, sharp knife to carefully carve out the eyes, nose, and mouth from each pepper, making them resemble a jack-o'-lantern. Carefully cut around the seedpods and remove the tops, discarding any seeds from under the stems. Remove the white membrane from the inside of each pepper and gently shake out any remaining seeds. Arrange the peppers in the prepared baking dish.

Combine ground beef, salt, pepper, cayenne, Worcestershire sauce, garlic, green onions, melted butter, ketchup, Cheddar cheese, and rice in a bowl until the ingredients are thoroughly incorporated.
