Combine butter, brown sugar, garlic, lemon juice, soy sauce, and pepper in a compact saucepan. Gradually warm the mixture over medium heat, stirring periodically, until the sugar has fully dissolved.

Prevent sticking by lightly coating the grill grate with oil. Coat the fish with the brown sugar sauce, and position it on the grill. Cook for 5 minutes per side, or until the fish can be easily broken apart with a fork, periodically basting it with sauce. Discard any leftover basting sauce.
