  • salt and pepper to taste
  • 1/2 cup butter
  • 1 pound uncooked orzo pasta
  • 3 cups hot water

Heat a generous amount of olive oil in a substantial saucepan over a moderate flame; cook the meat until it is evenly browned on all sides, taking approximately 5 minutes. Introduce a mixture of pureed tomatoes, minced garlic, sugar, salt, and pepper into the saucepan. Cover it and let it simmer for 1 hour, stirring occasionally to maintain evenness. Set the saucepan aside momentarily.

Preheat your oven to a temperature of 350 degrees F (175 degrees C), which is equivalent to a moderate heat setting.

Melt butter in a medium-sized skillet over a moderate flame and add the orzo. Cook until it is slightly browned, taking around 3 to 5 minutes. Transfer the orzo to a baking pan and spread it out evenly, ensuring uniform coverage.

Remove the meat from the saucepan and position it on top of the orzo. Pour the tomato sauce evenly over the meat, making sure to cover it completely. Add hot water to the mixture and cover with aluminum foil.
