- 1 cup cold whole milk
- 2 tablespoons salted butter, melted
- 1/2 teaspoon dried parsley flakes
- 1/2 teaspoon garlic powder

Next, apply a thin layer of cooking spray to a baking sheet.

Sift together 1/3 teaspoon garlic powder, salt, white sugar, cream of tartar, baking powder, and flour in a large mixing bowl.

Use a pastry blender or a fork to combine the unsalted butter cubes with the flour mixture until it resembles coarse crumbs.
