Preheat a large skillet or wok with high sides over medium-high heat until it reaches almost smoldering temperatures; add the green beans. Rapidly cook and stir-fry the beans in the hot oil until they transform into a vibrant green color with hints of brown, approximately 2 minutes. Transfer the beans to a separate container. Discard all but 2 tablespoons of oil from the pan and reheat it over medium-high heat. Sauté the ginger and garlic in the oil until they develop a rich, caramelized flavor, about 2 minutes. Reintroduce the green beans to the skillet; add the dark soy sauce, sugar, and black pepper. Continue cooking until the mixture is hot and well combined; about 30 seconds more.
