Combine the tomatillos, tomatoes, oil, chili pepper, shallots, cilantro, vinegar, garlic powder, and salt in a substantial saucepan over medium-high heat. Heat the mixture until it reaches a rolling boil, then decrease the heat to a low simmer and let it cook for 15 to 20 minutes or until the tomatillos have become tender. Transfer the mixture to a blender and blend until it reaches a uniform consistency. Refrigerate the pureed sauce before serving.
