To create the cookie crust foundation: Mix together flour, a pinch of cream of tartar, baking soda, and a small amount of salt in a moderately-sized bowl and set it aside for the time being. Combine butter and three-quarters of a cup of sugar in a large mixing vessel until you achieve a smooth consistency. Introduce an egg into the mixture and blend it thoroughly.
