  • 2 1/2 tablespoons all-purpose flour
  • 1 1/2 cups warm milk, or more as needed
  • 1 cup shredded sharp white Cheddar cheese
  • 1 (10 ounce) package frozen chopped spinach, thawed and drained
  • 1/2 cup minced onion
  • 1 teaspoon salt, or to taste
  • 1/2 teaspoon ground black pepper, or to taste
  • 1 clove garlic, pressed
  • 2 cups mashed potatoes
  • 1 cup shredded yellow Cheddar cheese

Preheat the oven to a hot temperature of 375 degrees Fahrenheit (or 190 degrees Celsius).

Arrange cod fillets in a single layer on a large baking tray; set it aside for now.

Melt butter in a saucepan over low to medium heat. Combine the melted butter with flour, stirring until it forms a smooth paste-like consistency and turns light golden brown, taking around 2 to 5 minutes.

Gradually pour in warm milk into the flour mixture, stirring constantly as it comes to a gentle simmer over low heat. Continue whisking until the sauce thickens and becomes smooth, approximately 5 minutes.

Mix in grated white Cheddar cheese with the sauce, then combine it with sautéed onion, spinach, salt, and black pepper.

Remove the saucepan from heat and stir in minced garlic. If the sauce becomes too thick, add a little warm milk at a time until you reach your desired consistency.

Pour the sauce over the cod fillets in the baking dish, followed by a layer of mashed potatoes on top.

Bake the fish in the preheated oven for 30 minutes, then sprinkle some yellow Cheddar cheese on top. Continue baking until the fish is easily flaked with a fork, taking around 15 to 20 minutes more.
