- 1 teaspoon ground black pepper
- 1 teaspoon salt
- 1 teaspoon garlic powder
- 1 teaspoon soy sauce
- 30 lumpia wrappers
- 2 cups vegetable oil for frying, or as needed

Gather all necessary ingredients and materials beforehand.

Heat a generous amount of vegetable oil in a large cooking vessel, typically a wok or skillet, over extremely high heat. Add the pork and stir constantly until it becomes crumbly and no longer has a pink hue, taking around 5 to 7 minutes. Remove the cooked pork from the pan and set it aside for further use.

Carefully pour off any excess grease that remains in the pan, leaving a thin layer behind.

Add sliced onions and minced garlic to the pan; stir frequently until they release their fragrance, approximately 2 minutes.

Introduce the cooked pork, carrots, green onions, cabbage, and cilantro into the pan. Season with pepper, salt, garlic powder, and soy sauce according to your preference. Remove the pan from the heat source once it has cooled down enough to handle, roughly 5 minutes.

To assemble lumpia: Place a substantial amount of the filling diagonally near one corner of a spring roll wrapper, leaving about 1.5 inches of space at both ends.

Fold the side along the length of the filling over the filling, tuck in both ends tightly, and roll neatly to close the lumpia.

Moisten the other side of the wrapper with water to seal the edge. Transfer the assembled lumpia to a plate and cover it with plastic wrap to retain moisture. Repeat this process to assemble the remaining lumpia.

Heat a moderate amount of vegetable oil in a heavy cooking vessel over medium heat for 5 minutes.

Carefully slide 3 to 4 lumpia into the hot oil, making sure the seams are facing downwards. Fry, turning occasionally, until all sides are golden brown, taking around 1 to 2 minutes. Transfer the fried lumpia to a paper towel-lined plate to drain excess oil. Repeat this process to fry the remaining lumpia.
