Combine paprika, garlic powder, black pepper, and salt in a sealed container to create a dry rub mixture. Place the pork ribs inside the container, seal it tightly, and vigorously shake the container until the ribs are evenly coated with the dry rub.

Next, heat a substantial amount of oil in a large cooking vessel over medium-high heat. Carefully add the pork ribs to the hot oil and cook until they are uniformly browned on all sides, approximately 3-4 minutes per side.

In a separate container, whisk together water, ketchup, brown sugar, vinegar, and Worcestershire sauce to create a marinade. Add the browned ribs to this marinade, ensuring they are fully submerged. Secure the lid onto the container, increase the heat to bring it up to pressure, and then reduce the heat to medium.
