Submerge the potatoes in a substantial quantity of water, ensuring they are completely covered. Heat the mixture until it reaches a rolling boil, and continue cooking for approximately 20 minutes or until a fork can be inserted and removed with minimal resistance. Remove from heat, drain excess water, and permit to cool slightly during the final 10 minutes of cooking. Concurrently, bring a separate pot of water to a boil and cook the hot dogs and eggs simultaneously. Drain all contents, set aside to cool completely.
