Ingredients
- 5 (4 ounce) fillets tilapia, cut into cubes
- 3 tablespoons olive oil, divided, or as needed
- 2 stalks celery, minced
- 2 bunches green onions, thinly sliced, with green tops separated from white bottoms
- 1 medium bell pepper, minced
- 5 cloves garlic, chopped
- 1 bunch fresh parsley, chopped
- 1 teaspoon salt, or to taste
- 1 pinch onion powder, or to taste
- 1 pinch garlic powder, or to taste
- 1 pinch red pepper flakes, or to taste
- 1 pinch ground black pepper to taste
- 1 cup panko bread crumbs
- 1 large egg

Place the tilapia fillets into a food processor and process until they are broken down into tiny pieces.

Heat 1 tablespoon of olive oil in a large skillet over high heat. Add the chopped celery, green onion (including both white and green parts), bell pepper, and minced garlic. Cook the mixture until it starts to develop a nice brown color, approximately 5-7 minutes. Add the green onion's leafy parts and chopped parsley to the skillet, and continue cooking for an additional 2-3 minutes. Allow the mixture to cool down, taking around 10 minutes.

In a separate bowl, combine the cooled vegetable mixture with the chopped tilapia. Add salt, onion powder, garlic powder, red pepper flakes, and black pepper to the bowl, and use your hands to mix everything together until it is well combined. Add bread crumbs and egg to the mixture, and continue mixing until everything is thoroughly incorporated. Use your hands to shape the mixture into 12 burger-sized patties.

Heat the remaining 2 tablespoons of olive oil in a large griddle over medium to high heat. Cook the patties, working in batches if necessary, until they are nicely browned on both sides, taking around 3-5 minutes per side.
