In a medium-sized bowl, whisk together the cornstarch and white sugar until they are fully incorporated. Then, add the butter and mix until it reaches a smooth consistency. Next, introduce eggs one at a time, blending the mixture well after each addition to ensure everything is fully combined.

In a separate bowl, combine the flour and baking powder; mix until they form a cohesive unit. Gradually add this mixture to the sugar mixture, stirring until a dough forms that is easy to handle.

On a lightly dusted surface, roll out the dough to a thickness of 1/4 inch. Using your desired cookie cutters, shape the dough into various forms and place them 1 inch apart on an unprepared cookie sheet.
