Begin by placing flour into a bowl, then gradually pour in hot water while continuously stirring the mixture to ensure it's well combined. Next, add cold water and continue mixing until all dry spots have disappeared.

Transfer the dough to a flat surface and use your hands to gently knead it until it forms a smooth ball. Place the dough in an oiled, resealable plastic bag and seal it tightly before letting it rest for 30 minutes.

In a separate bowl, combine scallions and season with salt and pepper to taste.

Now, take the dough out of the bag and place it on a floured surface. Using a rolling pin, roll the dough out into a thin rectangle shape.

Spread butter evenly over the dough to cover it completely, followed by an even sprinkling of salt and pepper. Next, spread the scallions over the dough, leaving a small border at the top without any scallions.

To form the roll, start from one edge and begin rolling the dough up tightly while keeping the scallions in place. As you roll, gently pull the dough to make it tighter and more compact.

Once the roll is formed, cut it into 3- to 4-inch-long pieces. To seal each piece, pinch the ends together and press them firmly.
