Combine millet flour, soy milk, and vegetable oil in a bowl to create a smooth batter with the texture of heavy cream. If needed, add a small amount of water to achieve the desired consistency.

Mix black bean sauce with 1 teaspoon of water in a small bowl until it becomes smooth and easy to apply. Combine hot chili sauce with 1 teaspoon of water in another small bowl, also making it easy to spread.

Spray a large skillet generously with cooking spray and heat over medium-low temperatures. Pour the batter into the skillet, spreading it evenly to create a thin crêpe; cook until firm and slightly browned, approximately 1 to 2 minutes.
