Next, combine sugar and butter in a large mixing bowl using an electric mixer until they achieve a light and fluffy consistency. Introduce the egg and vanilla into the mixture, blending them well together. Gradually incorporate flour, cocoa powder, salt, baking soda, and baking powder into the mixture until it reaches a smooth texture.

Form the dough into small, walnut-sized balls and space them 2 inches apart on ungreased baking trays. Create a small depression in the center of each ball using your thumb.

Drain any excess liquid from the cherries and reserve their juice for later use. Place a single cherry into each depression.

Combine chocolate chips with sweetened condensed milk in a saucepan over low heat, stirring constantly until the chocolate has melted. Add 4 teaspoons of cherry juice to the mixture and blend well.

Drizzle or spoon a small amount of the chocolate cherry mixture over each cherry, covering it completely.

Place the baking trays in the preheated oven for 10 minutes. Remove them from the oven briefly to cool on the trays before transferring them to a wire rack to continue cooling completely.
