Next, heat a large skillet over medium-high heat and cook the beef with black pepper, salt, and garlic powder until it reaches a browned and crumbly state, approximately 5 to 7 minutes; discard the excess grease.

Reduce the heat to a low setting and mix 1/2 cup of ketchup into the beef mixture.

Take a tortilla and place it on a flat surface, then add about 1/3 cup of the beef mixture and 1/4 cup of shredded cheese in a straight line down the center. Roll the tortilla over the meat and cheese, fold in the top and bottom edges to enclose the filling, and finish rolling into a compact burrito shape. Repeat this process with the remaining tortillas and filling.
