- 1/3 cup chopped green bell pepper
- 1/3 cup red bell pepper, chopped
- 1/3 cup chopped celery
- 2 tablespoons butter
- 3 1/2 cups cooked cod, boned and flaked
- 4 tablespoons all-purpose flour
- 2 tablespoons grated Parmesan cheese
- 1 teaspoon Old Bay Seasoning TM
- 1/4 teaspoon mustard powder
- 1/2 teaspoon salt
- ground black pepper to taste
- 1/2 cup milk
- 1/2 cup dry bread crumbs

Preheat your oven to a high temperature of 400 degrees Fahrenheit (200 degrees Celsius).

Next, prepare two baking sheets by applying a thin layer of grease to them.

In a large pot, bring 3 cups of water to a rolling boil.

Then, add diced potatoes to the boiling water and cook until they are tender but still retain some firmness, approximately 15 minutes.

After draining the potatoes, mash them using a fork or potato masher until they reach your desired consistency.

Set aside 1 cup of the mashed potatoes for later use, and discard the remaining amount.

In a large saucepan, heat butter over medium-high heat on your stovetop.

Add sliced onions, green and red bell peppers, and celery to the saucepan with butter.

Continue cooking these vegetables until they are tender, then reduce heat to a lower setting and fold in flaked fish.

Slowly pour flour into the saucepan, followed by cheese, Old Bay seasoning, dry mustard, salt, pepper, mashed potatoes, and milk.

Using your hands, shape the batter into cakes that are 1/2 inch thick and approximately 3 inches long.
