Combine the ginger-sugar mixture with water in a large cooking vessel, bringing it to a gentle boil. Gradually reduce the heat and cook, stirring occasionally, until the sugar dissolves into a syrup-like consistency and begins to crystallize, taking approximately 1 hour. Continue stirring until the syrup has reached a mostly crystallized state and the ginger forms a compact pile in the center of the cooking vessel, with minimal syrup draining out. Remove from heat.
