Combine two 1 1/2-foot long strips of aluminum foil so that their cores are overlapping. Position three slices of bacon in the center of the foil.

Combine potatoes, onion, red pepper flakes, and chili powder in a bowl. Season liberally with salt and pepper. Place the potato mixture atop the bacon slices and cover with the remaining bacon slices.
